1988 johnson 50hp outboard

Well I think I am getting closer to my problem, but its always nice to get other opinions so here it goes. Ran boat Sat.and was at high rpm (5200)for 5 mins then the rpm started dropping (4400)and recovering kinda lurching. Stoped and fished for alittle bit then moved again rpm ran fine this time (5200 rpm). Have replaced gas tank line and primer bulb and cannister filter but did not help. When rpm drops squeezeing primer bulb does nothing, but pressing the key primer switch does raise rpm momentary. So next I plan on pulling carbs down and checking them for trash and maybe a rebuild. Any suggestions will be greatly appreciated. Thanks
