1988 Johnson 88hp High Idle Problem

Hi, I have a 88hp Johnson that has a high idle. Its about 2k when running on the muffs and about 1-1200 while in the water. I have adjusted the idle screw but it dose not seem to do much. The motor runs great while in gear and underway i never have any problems with it, but the idle seems way to high. My question is what should to be the correct idle speed on these motor while running on the muffs/in water. And what is the correct way to set the idle on these motors. Thanks.

In the water in gear about 750 RPM.
Service Manuel for link & sink but ball park is-
Set both butterflies closed, roller to cam needs a
Small air gap. Idle timing at 4' BTDC.
High speed 28' BTDC at 5000 RPM.
Check for any linkage hanging up on anything.
If you see the high speed timing way advanced
remove flywheel and check center magnet
to see if it has spun on hub.

I would recommend getting OEM service Manuel.
