Well I figured I would fix it before my post to help out, I was hitting 17.2 volts at wot so I pulled the rectifier and it was good so my Merc dealer gave me a used regulator to try and it was the fix, now charges at 12.9-13.5,

he also told me to look for any lumps on the top within the black part as there was a small bump on the yellow side that he says it the visual of knowing something blew in there

on this motor it was a sealed box behind the flywheel on top with one red and one yellow wire

hope this helps anyone out there with this problem

Take your battery to the nearest place to have it load tested. It's near end of life if it can't hold down a 16 amp system.

What you did is the best fix, just finish the job.

hope it helps

I actually replaced the battery first as the old one gased out and was absorbing most of the overcharging, thanks for the concern
