1988 Mercury XR4 2 stroke compliance

Hey everyone. I recently purchased a 1988 Champion with a 1988 Mercury XR4 here in Southern California. I was told by the park ranger today that I needed to provide documentation that my motor was a FEL of 48 or lower. I asked him what FEL stood for, he couldn't explain (he was reading from his pamphlet but wouldn't let me read it). He said that the FEL is usually on the oil cap... And of course, my oil cap does not provide such information. The lakes here have to be:

Engines that are 4-stroke, 2-stroke equipped with direct fuel injection, or 2-stroke engines that comply with the California Air Resources Control Board 2001 or later model year spark-ignition marine engine standard (or U.S. Environmental Protection Agency 2006 equivalent).

Has anyone run into a similar situation, know of the FEL (and what the acronym stands for), and have the necessary information needed?? Expensive lesson learned....

Hi there, welcome to iboats!:) Sorry to hear you found out the hard way about CA and their ways. Below is most of the info you'll need to know.
Pretty much the only 2 stroke they prefer to allow anymore here in CA is the Mercury optimax. What lake were you trying to use?

Thank you for the information. I was trying to get on Lake Skinner, park ranger suggested I try Diamond Valley or Lake Perris instead. Thinking I should just sell this boat now... Thanks again.

Unfortunately it's guaranteed you won't get on at Diamond Valley as it almost seems that C.A.R.B centered all their rules around that reservoir when they built it.:rolleyes:

lake Perris and lake Elsinore are your two closest options. Lake Elsinore doesn't have the QUAGGA AND ZEBRA MUSSEL INSPECTIONS while Perris does.

The ranger you met today must have been really new to suggest diamond valley reservoir.:decision:

I think Evinrude Etec direct injection 2 stroke is also FEL and CARB qualified.
