1988 Sylvan 4.3l omc motor or drive froze ?

Ok so I bought a 1988 Sylvan deck boat first boat I've owed ,when I bought it I was told motor and everything worked fine just had a leak i could see that the u joint bellow was bad figured change that and bearing and few other things and I'd be good to good but went to fire the motor up sounds like the starter is working but motor won't spin any help with where to start would be great .

See if you can hand turn the motor. If not, pull the drive and see if the motor turns.

If it is the drive , how much am I looking at to have it rebuilt or replaced?
