1988 Yamaha 30 hp starts for a second then dies

My boat has been sitting for 2 years. It ran last time I used it but I don't think I flushed the gas out of the engine.

It has spark, new hose line and primer bulb, new fuel now and will only start for a second and die. Won't take gas when throttled. Will start for a couple seconds first time I start it then needs starting fluid after and only then lasts a second or so.

Could this be dirty carbs, bad fuel pump, or diaphragm. Any help would be appreciated.

have the carbs pulled and cleaned properly
Set them like the service manual calls for after reinstalling

Anything hiding in the pump and lines will end up in the cleaned carbs after restarting if not flushes out or replaced
