1988 Yamaha 90hp power trim question

my Yamaha 90 tilt/trim stopped working, the pump motor runs, the cylinders will come out bur as soon as i release the button, they "suck" back in on their own, reservoir is full when sucked in of course, but I cant keep the cylinders out long enough to fill the reservoir back up
is low fluid the problem?
no signs of a leak anywhere, or is "packing" dry rotted and bypassing?

internal rubber seals are old and worn out.

also is the manual realease valve all the way seated. i have seen this muliple times. Try to unscrew the screw on the side till its stops then go back in. look at the arow to see what was is out, sometimes those are left handed screws... (on the side of the mounting bracket there will be a hole and it goes to the TNT unit. usually on the right mounting bracket)
