1989 115 ELPTO fuel supply problem

The motor idles and starts good. When I punch it and take off it get up on plane fine, it goes about 100 yards of so, then slowly looses power. It never completely dies, usually it slows down to about 2000-3000 RPM. If I bring it back down to idle for a minutre or so, I can take off again for about 100 yards. I changed the fuel filter and drained and cleaned out the fuel tank. I plan to start replacing parts of the fuel line next. Also, I found that if you pump the ball while it looses power it will come back to life for a 10-15 seconds. Any other ideas? Could this be a fuel pump? Or is the best option replacing the fuel line until I find a leak?

Rebuild the fuel pump. Be sure to replace the check valves in it too.
