1989 150hp Evinrude No Fire

I bought an evinrude that someone said died on them as they were riding on the lake. Sounded like it could be the power pack to me from my previous experience as I’ve had that same thing happen to me before so I replaced the power pack with no luck. I’ve also checked the stator according to CDI’s troubleshooting guide and it's ok. What’s tripping me up is how to check the timer base. The guide says to check it with the plugs connected but how do you check a wire that is connected? Any help would be appreciated. I’ve seen a lot of guys talking about a shift switch as well that might be a problem but I can’t find the switch on mine. Maybe I’m overlooking it. Are there any other safety switches that would cause a no fire situation? How can I check my timer base?

pin prick the needed wire measure.... reseal the pin prick hole with liquid tape or nail polish is what I would do if up the creek
