1989 3.0L Mercruiser Hard to start? Help

I have a 1989 Sea Ray with a 3.0L Mercruiser in it. The engine runs great above idle. I noticed someone before me has tied the choke open. The boat will start everytime but it idles rough and in the water I have it about 650 rpm @ idle. I know I need to unwire the choke but can someone tell me the proper setting for the air fuel mixture screw and proper idle in gear in the water? How can I touble shoot the choke to ensure it will work properly? I think it is supposed to close when i put the throttle control in neutral and full throttle...then try to start with throttle about 1/4 the way down? Please help the boat runs fantastic above idle but it idles rough and is contrary to start at times! Thanks so much. Byt the way the plugs are great good color and spark...thanks!

turn the mixture screws in to lightly seat and back out 2-3 turns then start the motor let it warm up then use a vaccum guage and adjust to the highest vaccum reading once i have reached the highest vaccum reading i turn it back in 1/4 turn and thats usually it.
