1989 35 hp Mercury won't start...

took it out for the first time and it started right up, however it would " surge" at full throttle . It started great every time however. I checked out the plugs the next day and realized that the reason for the " surging" was because some idiot.........no names will be mentioned...hehe well that idiot when he winterized it forgot he didn't tighten the plugs when he put them back in. So I'm assuming this was the problem ?
So I tightened them and went to start it. It started right up then died after like 10 seconds. Tried to start agin, and nothing. Pulled plugs and smelled gas, so I cleaned them off....dried out the ports, and installed plugs again. Tried starting, and it would fire right up then die again after about 10 seconds. I repeated the process, and tried to start again......nothing. I let it set for a few days ( figured I flooded it really good) came back a few days later and it started right up, however this time I forgot to turn the damn water on, and it ran for about 10 seconds with no water.....( dumb ass moment). Turned water on and nothing.......figured I might have a fuel line issue, so took all that apart and everything is clear ( no blockages) it will try to start with the first crank, but doesn't now.....
I'm getting spark and fuel is getting back to plugs ( smell and see some)
Anyone have any suggestions, I could really use some help
