My outdrive is getting really hard to shift. I took it off the boat and dissasembled the upper gear housing. Everything looked real clean. I put it back together and followed the book to the letter including matching the + and the -. It shifted fine sitting on the bench. I put it back on the boat and it shifted very hard again. I have all new cables on the boat. Do i need a new clutch assembly or what else can it be ?

It could be the control itself.
One thing you might try is disconnect the shift control cable from the engine and operate the controller while someone hold the engine end of the cable. You should not feel any resistance to the controller, if you do, either a cable is binding or there is someing wrong in the controller istself.
Also while the cable is still removed, start the engine and shift the drives shift cable by hand. It should also move fairly easy.
Note: Do Not try shifting with the engine not running.
I did find one service bulletin that addressed the hard shift problem on early Bravo's, have a look.
Service Bulletin 90-19
