1989 9.9 starting problems

I recently bought a boat with a 9.9 Evinrude electric start tiller steer. I believe it is a E10SELCE. The previous owner had it serviced in February and said that his kids used it every couple weeks and never had any trouble with it (assuming he wasn't lying). I got to hear it run, and it ran fine. Now that I have it, I can't get the dang thing to start. I have done a little trouble shooting and verified that it is pumping fuel to the carb. I did get it to start a couple times, but the idle is so low that it wouldn't stay running. I turned up the idle, and it started, ran great and even idled fairly smooth. I shut it off, but it wouldn't start again.

I am starting to think it is operator error, but for the life of me I don't know what I could be doing wrong. Any suggestions?

Have you tried turning the throttle grip as high as it goes until is hits the neutral stop. I assume you have tried pulling out the choke and leaving it in, as well.

Yep...on both accounts. Funny thing is, even choked, it doesn't seem like it is getting enough gas to start, not to mention no where near flooding it. I guess I'm going to have to pull the carb and clean it. Just seems odd that it would start having trouble after I get it. (again, assuming the seller wasn't BSing me.)

Remove top cover of the intake silencer.--Then operate the choke and verify that flapper closes completely.

Did it.

Get this...came home from work yesterday and hit the button and it fired right up. Purred like a kitten. I started it and shut it off a few times without problem. Guess I will test it a few more days and see what gives.
