1989 Bayliner can't get it to plane

Hi everyone, I am new to the forum and I fact new to boating in general. I recently acquired a 1989 Bayliner Capri with a Force 50 motor. I've been doing a good amount of searching and this is where I'm at, it starts up great, sounds good but it seems to have a problem going more than a few miles an hr by that I'm mean not more than 10mph. I've read many post on this and have tried to rule out what problems others have had. I have the correct prop and I've tried all levels of trim adjustment. I've noticed that in neutral I am able to rev at a much higher rpm which makes sense because there is no load, but when put into gear it sounds if I'm only at half throttle. Even with just me on the boat I can't get it up on plane, as of right now I think I've narrowed it down to one of two things either my cdm being bad or I'm having some issue with my carb. Does anyone else have an idea that I could have missed or how I could rule out a carb problem before I spend the money on a CDM? I've recently replaced my plugs and cleaned the carb and both cylinders check out with a compression test.

Can you hear a difference between revving in neutral and trying to rev in gear? Since it runs fine in neutral I would suspect a carb issue, either too much or too little gas. On the top of the carb there is an air feul adjust screw, try resetting to factory default which is screw them all in until lightly seated, then back out 1 1/4 turns

Since this is new to you, it's not surprising that most can't even tell if the motor is misfiring or not. To be sure, do the drop cylinder test. Meaning while idling, pull the plug one at a time and listen for change in RPM. If the motor dies, it means only one cylinder is firing. Or if there is no change in engine rpm, then that specific cylinder is not firing.

first things to check
compression - check it
fuel system - go thru it
is your lat 80's boat carrying thousands of pounds of water due to wet and rotting foam and wood? - weigh it.

The carb: it wouldn't idle right if the air screw was set wrong.
The air screw: it does nothing for the carb/performance after the motor gets past 1000rpm's
Then the main jet takes over.
You said the carb was cleaned, did that include the main jet? a tiny piece of dirt can cause
a huge problem.
Revving in N Even a motor running on 1 cyl should rev up to 4-5K

Do the drop test Jiggz suggested and post the results of the comp test.
Check for water in the fuel.
Install a filter between the pump and the carb. Fram G-2 G-3 or G-12
The 89 Bayliner Capri, there isn't enough flotation to hold that much water( I know I chopped one up and removed the foam)
