1989 johnson 140 fuel problems

Took boat out last week to diagnose the vro fuel pump. So I bypassed the fuel pump entirely and just went from gas tank straight to the carb. I plugged the pulse emitter hose with a bolt and clamp. So I had someone pump the ball while i got on a plane and it did not seem to work. Then we noticed if I hold the choke in (push key) then we could get on a plane. Also I put the vro on and got the motor running in idle and pulled the fuel outlet hose and gas was pumping out. Not real strong but enough from what i saw. Still not sure if it is the fuel pump which needs replacement. Can it be the carbs?? Im pretty sure not enough gas is gettin into the chambers, Also pulled the plugs and the two cylinders on the right were covered in black smut. Am I messing the motor up tryin all this diagnosis?? Any suggestions?

When you push the key in, the primer solenoid opens the valve and allows the gasoline to bypass the carburetors and be injected directly into the intake manifold. Normally that would flood the running engine, so if it improves operation, the carburetors are fouled and fuel can't get through them.
