1989 Johnson 50hp won’t trim down

Having a problem with the trim and tilt on my 1989 Johnson 50hp vro (J50BELCEC). There is no power trim and tilt. It is stuck tilted up and will not lower. I am having trouble finding the nut to drain the hydraulic fluid. If I were to drain the hydraulic fluid would I be able to lower it? Is there not a lever on the starboard side ?-----Post more pictures.

If you can grab the end of the cable where the lever is broken with a pair of pliers on pull on it it should lower.

I replaced one of those levers many years ago and it wasn’t cheap. I want to say it was around 60 or 70 bucks I had the part number written down on the wall and it’s still there.
0431962 was the number back in the day give a look and see what you find
