1989 Johnson 90hp model J90TLCEM wont shut off when key is turned to "off"

I am having a problem with a newly purchased boat where the outboard starts and runs great,but will not shut off using the key.I have to disconnect the fuel line and wait for the engine to run itself out of fuel.I have replaced the power pack and the ignition switch checks out OK.Is there a ground wire somewhere that became disconnected? Any ideas on this?

Check key switch. Check that the wires are on the appropriate terminal. Verify that the blk ground wire of powerpack is attached to a clean block ground. If that all fails to produce results make sure your blk/yel wire is good from powerpack to key switch. To check blk/yel wire: disconnect at powerpack and key switch.using an ohmmeter place one lead at each end, (you may need a jumper wire to do this). You should see very low ohm reading. If there is high ohms or no reading repair or replace blk/yel wire. Common places for a break are where the loom exits the cowel.
