1989 Johnson GT 150 needs revving often. Why?

Motor starts up fine and runs fine. The problem I'm having is sometimes when I give it full throttle to take off it bogs down. I throw it in neutral rev it up a couple of times, then it takes off and runs fine. I have changed the fuel filter and don't see any fuel leaks. The bulb stays hard. Is there another fuel filter inline some place? What might be the problem?

When's the last time the carburetors have been cleaned/rebuilt?

I'm not sure when. I bought the boat a little over a year ago. I guess that's what I'll be doing this week.
