1989 Johnson J25 ECEB Engine Problems

In my last couple trips out on the lake I have run into a problem where if I idle for a long time then go to take off it bogs for a long time. Last weekend it was running fine stopped to fish , when I went to go again it would not even make it to plane. This happened once before and I took off the engine cover and there seemed to be a green foamy substance in the carb opening. I cleaned it out and started it without the cover on and it ran great. Once I put the cover back on it was sluggish again. Well this time I tried the same thing by taking off the cover and it again had the green substance in the carb. I cleaned it out and started it up . it ran a little better but not great so I called it a day. I did notice a lot of condensation on the block of the engine. I am going to put in new plugs. I have already put in 2 sets this year. It seems to me that it is fouling the plugs after a few trips mainly from idling. Any suggestions would be appreciated. I do not have a manual for this .The plugs that were in it were champion QL77JC4 so that is what I have been buying for it.

I can't think of what the green substance might be, but you said it ran better with the cowel off. Try leaving the cowel off and running wide open for an extended period of time and see if engine runs properly. About the condinsation, does the engine have the thermostat installed and is the engine running up to temp. The block should be warm enough to not let that happen.
The green stuff you mention, what type of oil are you using, is it green?

Is this the first time you have used your boat/outboard this year and has it been sitting a while? Reason I ask is becuase the fuel tank might have moisture in the gas/fuel causing the green substance to form inside the carbs. I would siphon some gas into a clear clean jar and let it sit a while and see if you see the gas/oil mixture seperate from the water. If there is water/moisture it will be at the bottom of the jar and the fuel/oil mixture being less denser settling at the top of the water inside the jar. Let us know and the Forums correct me if I am wrong here. Just thinking what his issue could be. :)
