1989 mercruiser 3.7lx carb flooding

carb floods when starting in neutral. If throttle is in forward position when starting, it does not flood. once started runs great, until drop speed down to idle, then it floods and conks out.
Carb rebuilt 2 years ago and problem continues.
Also new fuel pump 2 years ago.

The replacement fuel pumps have been known to have too high pressure, iirc from the gasket being too thick. I don't remember the specifics, but might want to check on that as well
