1989 mercury outboard starting problem

I have a 1989 Mercury 50 hp outboard motor.<br />The problem I am having is that the motor only starts with starting fluid also it does not run good with the engine cover on it I have rebuilt<br />the carbs fuel pump and replaced all the hoses and starter what else can I look at to fix this problem.<br /><br /> Thanks,<br /> Bob

Don't know if this helps, but I noticed my engine 1989 175 merc starts a lot easier when it is fully tilted down for some reason. Gavity?
