1989 prov 150 losing power help!!!!!!!

from the beginning put boat in water, crank up motor let warm up few mintues ok get ready to go bring it to wot jumps out hole like a sling shot running around 5400 5500 rpm s after 20 secs then rpm's drop to 4500 and will run fine like this, no skipping just little slower , ok when i try to plane it out again it takes a few secs to get plane off nothing like its supposed to do ok this was yesterday ok today put boat in water let warm up does the excact same thing jumps out the hole runs great for about 20 secs ,

its weird it will run fine when first put it water then will not go above 4500 rpm
any help would be appreciated

check for fuel restrictions,check the fuel pumps, check the carbs for debris.
