1989 Suzuki DT140 speed issue

My boat is a 1984 Sea nymph fish and ski 19.5' aluminium in great shape. the engine on it is a 1989 Suzuki DT140
compression is about 120 on all for 2 are between 115-118 the other 2 are 120,. new head gasket. water pump thermosthat.
my issue is this, if it is an issue.
first day on the water I had a hard time getting 15MPH it did not mather if we where 7 in the boat are if I was alone, day2 I cleaned the carb with some spray in carb cleaner (for what its Worth) and replace the fuel line from the tank to the engine, I also emptyed out the fuel tank of the gas that was one year old and put some 94OCT gas,. result is I now get a great take off, but the boat max out at 25MPH I am wrong to think that a DT140 should give me more punch like 45-50MPH ???

now do I have a problem or am I really getting the power I should. the boat is big but its fairly light, being aluminum and all.

idle is great.
the propeller is a 14 / 21
not sure what other information you guys needs looking forward to reading you opinion on this matter

water coming out of the engine is very warm and powerhead is warm I can keep my hand on it but still very warm.

running it this way, will it damage anything. it sounds great noise level from the engine feels like its only running at 3000rpm.
not sure if these engine have a slow mode protection of some sorts, or if its just something like high jets in the card not working but all 4 at the same times seems unlikely. again great take off 0 to 25 MPH to get out of the water is only a few seconds whether we are 7 in the boat or that I am alone in the boat. witch feels also weird to me.
