1989 Suzuki DT150 Alarm

Hey guys! I learned a lot by using the search feature on this great site but this time I cant find what I am looking for. I am helping a buddy with his 150 Suzuki. There are two problems.
The first being at idle the overheat light comes on. Once you speed up it will go out. I hope this doesnt get confusing but here goes. We have pulled the water flow sensors out and tested with ohm meter. The port side ohms around 500k ohms if i remember correctly. It will make the light come on and off if operated manually. The starboard however does not have any continuity open or shut. And will not make the light come at all. However if we switch the two the neither work. Which tells me there something wrong with the sensor originaly in the starboard side plus something going on with the starboard side of the sensor wires or something. In other words I can take the known good one from the port side plug it into the starboard side and then manually activate the sensor and the light will not come on. With all that being said, even though there is something going on with the starboard sensor,which evidently is not causing the light to "come on". Does it not point to the water pump. I am thinking at idle it is not pumping much water thus causing the only sensor operating,the port side" to activate. Once under way it is pumping much more water causing the alarm to clear. However he said he changed the pump last fall and when we got it out it looked fine. Does this logical or should we look elsewhere? And what should the ohm specs be for the water flow sensors.

Sorry for being long winded I just know it is easier to get a good response if you include as many details as possible.

Second issue. Once he runs a while, such as pulling a skier, he can cut it off only for it to be hard to restart. He is saying he must pump the bulb choke etc to get it back going. ANy ideas?

pull the t stats and see if water pumps out of them
