1990 115 Johnson- carb rebuild- how tight is tight?

In rebuilding my two carbs on a Johnson 115, there are 6 screws on the top idle channel gasket #6, if I tighten them all the way, I can see the gasket folding in the open spot in the middle, in the top H opening. Am I supposed to tighten the screws till they are as tight as they can get? It looks like the gasket is just bulging out.
Similar happens with the float bowl gasket #10, if I really tighten it, the gasket starts to bulge out. How tight is tight enough?

just enough and evenly.

I though that is what I did, and one was leaking (at the bowl, I think) today when I tested it. Had to take it off and tighten some more.
