1990 40 hp evinrude v40tlesr only half throttle

I just picked this up ,starts fine ,I only find it gets half tnrottle .
it is gutless ,it is on a 18 ft sweetwater pontoon .

it seems like it is limp mode .
I put new plugs in .
Pulled the top one off and died .
Put back on
Pulled the bottom plug and died .
I ordered a new coil ,putting in this weekend.
I have a fuel pump already to install.
ReplaviReplacing the hose from gas tank to engine this weekend also.

I am not sure what is going on, I tried searching here, it will run fine at half throttle all day long no problems, but when I say half throttle it is full but no guts .
Mixed gas is good and put seafoam in tank.
what would an easy way to diagnose a little better, to start to find ,or just do the things I am planning for now ,.

Let's start with the basics on this one:

1. Compression test, report results.
2. Open air gap spark test each lead with the appropriate tester set at 7/16". Report results.
3. Fuel sample into clear jar. Looking for clear fuel with no layering.

Compression was good the marina said .don't know the numbers ,I do have a tester .
