1990 40HP Johnson trim problem

I recently picked up a little FW boat project it's a 1990 17 Pro deep Vee Tracker. One of it's problems is the motor will not tilt. It does not have power trim. The previous owner says it has not worked for years. He thinks there is a cable that pulls a valve release that went to a plastic lever. I need to get in there to fix it. Any help?

He used it in salt water. That thing does not seem to have any zinks on it, and that's not good.

it is called tilt assist, the unit is not repairable, the cable is replaceable. you can remove the bottom bolt the goes thru the assembly, and tilt the motor to try to get access. DO NOT try to open the piston, and hoses, under extreme pressure. being a salt water motor, and not having been moved, it is probably seized up also.
