1990 48hp Johnson - Trims down but not up

Having trouble with tilt / trim on my 1990 48hp Johnson.
I'm a very newbie to boating and especially motors so please bear with me...
I recently bought a 1989 Lowe 189 pontoon boat that came with a non-original 1990 48hp Johnson ( J48ESLES ). The motor runs fine but I'm having trouble with the tilt / trim mechanism:

Using the electric buttons on both the motor or at the console, I can push the down button and the motor will lower just fine. If I push either of the up buttons (console or directly on motor), I hear the electric hydraulic motor but the boat motor will not lift up. I can manually lift the motor back to full tilt and the electrically lower the motor just fine.

Is this a lack of hydraulic fluid in one side of the tilt ? I did not see any leaks but that does not mean there weren't any. I saw in another post how to manually lift / add fluid / lower / repeat to bleed out air and basically want to know if this is what I should do. I don't want to break anything because I have NO MECHANICAL SKILLS but am willing to learn. ;)
