1990 50hp Force overheating

My engine sounds the overheating buzzer at 5000 rpm but not below. There is little or no water from the pee hole but good spray from the two exhaust ports. The impellar is pliable and not worn. I checked the thermostat and found it was missing. I suspected a blockage but ran a water hose through the tube that attaches to the impellar shaft and had good flow through the pee hole. I noticed water forced through the drain hole located at the lower unit mounting bolt. Any ideas?

I suspect a bad buzzer. To check this. Briefly touch the side of the block by the head. It should be hot, but not so hot it burns you. If you can touch the block for 2 seconds or better without pulling your finger back in severe pain, you're ok,and check the sender ,sender wires and buzzer for short to ground.

After 15 or 20 minutes idling I can touch the power head without a trip to the hospital but I still have concerns with the lack of flow through the pee hole. Does this engine discharge through the exhaust ports and drain hole in the lower unit? What function does a thermostat have in an outboard? Is it the same as in a car?
