1990 6 hp Evinrude wont idle any ideas?

Hello, I just got a 1990 6 hp evinrude and will not idle... It will start up and run, but at a higher rpm..It will run fine for alittle bit at a higher rpm for about 2 mins then it starts backfiring or surging..... I screwed the low idle screw all the way in and backed it out 3 full turns, seems no matter what I do with the idle screw it will not idle at a low rpm and still backfires....Does anyone know what could cause this? I checked the spark plug gap and they are at .030 dont really apear to be fouled. The gas mix is 50:1 and it is new gas.. I have not yet done a compression test on it, I have to get a tester. If anyone could give me some insight please do.

Normally the carb needs a good cleaning especially if the lowspeed needle does nothing,Get a rebuild kit take it apart clean it and blow everything out with compressed air,reassemble.A manual will definatly help you if you have never redid a carb

Do a compression test on it first and if it's okay then go for the carb. Without good compression you're peeing in the wind.
