1990 60hp johnson not starting! help

I have a 1990 johnson 60hp vro engine. I just got it and it wouldnt start. I notice that the plugs were not getting fire so a few days of testing later narrowed it down to the powerpack. replaced the powerpack now the plugs seem to be firing fine but the boat still will not start. I notice some fuel running out of the carbs and even some fuel coming out near the prop. The engine just keeps turning over and will not start. Any ideas on what my next step should be?

Sounds like you need to do a carb job if fuel is running out of them. If you're checking your spark with the plugs it tells you nothing. Spark should jump a 7/16 " open air gap on a spark tester.

Would this also occur if the fuel had water in it. The boat sat since last summer without a cover. Im wondering if bad fuel would cause this as well?
