Without full information such as current RPM and current problem it is difficult to say. However, I can give you some general tips. On a 16 foot boat, going up in pitch will lower the RPM possibly by 400. The 13 1/2 pitch prop MAY load down the engine so that your top speed will actually be lower and the hole shot or time to plane will take longer. If you can get one cheap, it is worth experimenting, but if you need to buy new, then it would be best to try and borrow a demo prop to test before you buy.
I did have a 15 foot Glastron that was actually 15' 9" and with an old Chrysler 55, I was turning a 10 3/8 X 13 1/2 prop at 5500 RPM with a top speed of about 27-28 MPH, so I don't think a 13 1/2 prop on your bayliner is out of the question. Just don't expect to pull a water skier well with it. When I had four people in the boat, it was necessary to drop back to the 11 1/2 pitch prop.
