1990 Evinrude 200XP electrical issues

have a 1990 Evinrude 200XP that hasn't run in over 3 years.
I charged the battery and hooked up the water muffs and it turned over with no spark.I researched as much as I could find and the leading "cause" was a power pack.
Done. I purchased one (from CDI Electronics), installed it and still no spark.
The troubleshooting guide with the power pack said if no spark to disconnect the yellow wires from the requlator/rectifier and got it to run under starter power with the key in the start position.
It seems to me to be a start circuit issue but not sure what would cause that.
I called their technical support and after i explained my situation, Clark told me that the only issue would be the Stator at $470.
I'm not trying to buy a new outboard 1 piece at a time and would love to learn everything I can about the electrical circuitry and troubleshooting.
The starter kept kicking out and I replaced it but then realized the lower bracket was missing so the starter might be good as well.
I'm sure it's worth rebuilding but what all do I need to replace?
Looking for any help.

I would recommend a factory service manual. the marineengine web site should have one. Have your model number handy.
It could be something as simple as bad wiring, bad insulation on the ign kill wire or other.

Load test the battery.
I have charged the battery for a couple days and it will hold up to 45 mins of testing before dropping to 12.5 volt and still turn the motor fast enough to "run" so I'm pretty sure a load test will prove good but I'm buying a new battery just in case I burn this one out.

I thought the same thing. Talking to my friend in SD to get some connections for old manuals as well as parts. I might even start rebuilding stators since the seem to be made of gold. Especially the 35A versions.
