1990 evinrude 25 coughing/backfiring bad! Please help!

Hey everyone im new to the boating world. I have a 1990 25hp evinrude 2 stroke. I cleaned the carb in it the other day and then I go and run it with muffs on and it starts coughing and backfiring really bad. When I fool with the air/fuel mixture screw it doesn't seem to do anything. I ran it in the water and it doesn't seem to be doing it. Just seems like it's doing it out the water. Thanks for the help. Perhaps the throttle is opening too early.----------Check into the adjustment of the link that runs to the back of the motor.--------Post a picture of where that adjustable collar is at idle.

Did you use a new gasket (carb to manifold)?
