1990 Evinrude 40 still having issues...need feedback please

Finally got motor running but it still has issues. The most notable is that while I am running it on land hooked to the hose, I put it into gear and run it to about half throttle and it sits at low RPM then starts taking off to a higher RPM where I am thinkin it should be steady.
I had issues with the onboard fuel tank that would stavre the motor (think the pick-up line in tank is toast?), so I hooked it to a portable tank. Idle is a little off like it may have a miss?
Have taken this out the last 2 weekends and broke down both times. When I would get it up to about 3/4 throttle it would all of the sudden bog down and die. Took lots of time to refire it and limp it back in. Very frustrating!!!
Can anybody offer any help please?

1. NEVER rev an outboard without a load. High risk of runaway and explosion.

2. Your fuel supply isn't keeping up with fuel usage. When usage gets too far ahead it runs out of fuel and quits.

Your carbs are probably not adjusted correctly and may be out of sync.
