1990 Johnson 115 startor/solenoid

Brand new battery, still starts slow. Shaft on starter spinds freely, motor is fine, not seized or low lubrication. With a multi-meter, what voltages should i see at the starter and at the solenoid, or will they be the same? If i read 11-13V or so, does that mean the starter is definitely bad, or are there other possibilities? thank you.

Most common problem is corrosion with the electrical connections causing a lot of electrical resistance. Clean all connections (battery too).

Montauk,<br /><br />Pay SPECIAL attention to the negative ground on the engine block. Looks can deceive you. Take it off and clean it.
