1990 Johnson 140 exhaust question

I have water coming out pee hole and propeller exhaust but none out of top exaust beside pee hole. I took thermostats out to see but still none coming out. Shouldn't water be splatterinng out top exhaust? My twin engine when running splatters at top exaust beside the pee hole.

Muffs.. I think I have this one figured out. These are designed as overflow to not let water get to the engine. Depending on impeller sometimes it forces water up the tube and starts splattering out. Thanks though.

On muffs water will normally not exit the by-pass exhaust holes.
