1990 Johnson Idle Adjustment

A mechanic did a link adjustment and reset the timing on my outboard. I started the boat in my driveway with water muffs and it won't idle down in neutral; it stays at 1800 rpm. It has always idled at 650-700. The mechanic says I have to wait until the engine warms up for the Quickstart to turn off. This is nonsense...running for 15 minutes. The tech manual says Quick start turns off at 1100 rpm. Can I adjust this rpm down in my driveway? I could take it to the water and adjust the idle in forward gear with the boat unrestrained but I am afraid to damage the gears assuming the idle stays high in the water. I read I could do this...adjust it down to 800 which would be about 700 in the water in forward gear. If it idles at 1800 in my driveway it would idle lower in the water in forward gear...but not by much. Please advise. Thank you.

Put it in the water before you do anything and get it warm. Idle needs to be set running in gear and warm.

You cannot set idle on muffs......and as posted the 650-700 is in gear,in water with backpressure. Out of the water 1100-1200 rpm on muffs is normal.

Out of water on my muffs, the idle rpm is 1800. You wrote 1100 - 1200 out of water is normal. I am afraid to shift it in gear in the water at this 1800 rpm...albeit is should run a little lower in the water. Please advise. Thank you.
