1990 MerCruiser 3.0 Blown Headgasket Engine Rebuilt. VALVE HELP

Hello,
In advance i want to thank everyone for the help!
I have a 1990 Glastron Sierra with a MerCruiser 3.0 Engine Alpha One. I had a serious oil leak that i found out was because of the valve cover gasket was not very good. I went ahead and ordered a whole gasket set since i figured it was time to replace it all. As i took apart the engine everything is looking good and what did i find? a very small kink in the headgasket, So i a very happy that i went ahead and decided to replace everything. The pistons look excellent still for a 1990.I already went ahead and replaced plugs wires and rebuilt the carb.

Now i am going to bring my head in tomorrow and make sure its straight and to get it cleaned.

Then i will be getting it back together and this is where my question comes in. I need to know what the valve bolts need to be torqued to? I had people tell me just enough so you can just barely spin the push rods with your fingers, but i feel a little nervous about doing that. I really dont want to buy the book since i know this motor pretty well and i don't plan on ever rebuilding this motor again.

Long story short, you will put the valve on the closed portion of the cam lobe. Then you slowly tighten the stud until the push rod spins with resistence. However, you DO NOT go back to it. It will be loose again shortly, this is the lifter bleeding.
