I have a 1991 force L-Drive with no spark in the second cylinder. Changed coil but no difference. Been told bad stator or power pack. Any way to test these?

Welcome.
Do a compression test.

The lost spark, the trigger leads are very tiny and break easily.
Under the shrinkwrap the wire breaks.
Do a tug test on the wires.

The no spark on cyl.#2 is easy to fix.
Just swap the packs around.
The #2 on the second pack isn't utilized.

Most of the leads are marked.
Make sure they stay marked.
Usually a real pain trying to ID a wire without a tag.
Take lots of pics to help reassemble.

outboardmarinedotcom has test procedures for the ignition system.

I'm not sure I understand what you mean when you say to swap the packs around.

The motors ignition system has 2 power packs.
Just swap the top for the bottom and see if the spark comes back on the #2???
Just make sure you ID the wires and their locations.
The tiny tags on the leads fall off easily.
