1991 200 Black Max issue

I have a 1991 200 HP Black Max. Have an issue where the bottom cylinder on the port side keeps fouling out. If I pull the plug and clean it off, it runs perfect and tachs out great for about 10 minutes and then the plug fouls and won't go over 4000 RPM's. compression is perfect across the board. I suspected there is a small water leak because the plug looks to have a little water on it when it fouls. Any advice is appreciated.

Water intrusion would make the plug completely clean like new. You have excess fuel in that cylinder, either carburetor or injector.

It could also be weak ignition on that hole. Easy to test for.
