1991 48hp evinrude push choke ignition start problem

I have a problem cold starting my engine,the choke solenoid clicks when you push the key in.Am i doing something wrong when i start it ?. the motor starts up fine (after it finally starts) but damn near runs the battery down at first.Is there a secret to the push choke ?.I understand all it does is let gas in ,i assume the butterfly's are closed at first.

you have to pump the bulb on fuel line till hard, then turn the key to "ON" now press in on key for 5 count, holding key turn to start. when it fires, let out on key. you do not have a choke,(no butterfly), you have a primer.

Primer Solenoid
the primer replaced the old choke butterflies in the carborators, pushing in the key activates it, like the old choke plates, but injects fuel directly into the intake.
The red handle is used when your battery is dead, and you have to rope start. You move the handle 180 degrees.
Normal operating position is with the handle back over the body of the solenoid, like in the picture below.
