1991 60-HP wont trim down

So I have a 1991 60-HP [ELPTO] 2 stroke
It trims up fine but won’t trim down. If I fiddle with the wires going to what looks like a relay box sometimes trims down. I attached a photo below. Any idea for the part number? I checked Crowley and marine engine but I want to make sure I get the right one. Thanks.

Measure voltages, might be the switch and not relay. Need to do some testing

On larger engines they use a pair of separate relays which makes troubleshooting the relay as the problem easy....you just switch places and see if the problem follows the relay.
