1991 c115tlrp voltage Regulator

I have a 1991 Yamaha C115tlpr motor. I have been having some problems with holding a charge/charging my cranking battery. I notice that the maximum voltage on my volt meter is 13 volts with motor rpm above 2000. I would think that the voltage should be closer to 14 volts. Can anyone comment and suggest a fix? I think that I will need to replace the rectifier/regulator.

I have a 115 yamaha 1986 and when the motor is running above 1500 rpm i get about 13.95 from the voltmeter. My battery can be charged all the way to 12.23 v and its the same with the motor running. I ran the battery down til it read 11.05 on the voltmeter and started the motor and it read 13.95 as soon as i started the motor. Ive been watching my charging system but it seems its working right. I want to charge 2 batteries with this motor so i was asking some of the same q's you are asking. but for the reading im getting it's within specs or so i hear.

Thanks....I went ahead and ordered a new rectifier/regulator and will give it a try.
