Hello I have a 91 evenrude outboard that won't crank at all nor does the tilt, billage, or aerator work, I have 12 volts to everything ignition, and on the motor, I have tried to jump the starter and nothing in at a loss on what to do, also the kill switch isn't hooked up that's the first thing I checked and the battery is fully charged and it's in neutral. The only thing I can get to work are the lights. Thanks in advance
