1991 evenrude won't crank

Hello I have a 91 evenrude outboard that won't crank at all nor does the tilt, billage, or aerator work, I have 12 volts to everything ignition, and on the motor, I have tried to jump the starter and nothing in at a loss on what to do, also the kill switch isn't hooked up that's the first thing I checked and the battery is fully charged and it's in neutral. The only thing I can get to work are the lights. Thanks in advance

Load test battery. Check fuses. Maybe an ignition fuse under dash Certainly a fuse on the motor. Clean cable ends and tighten with a wrench. This is all pretty basic stuff...

I can only find one fuse on the motor, it's good all cable ends are clean and the battery is new, also this all came about when I was getting ready to launch I was tilting down the motor and everything died.. I can only seem to find 1 fuse on the motor there aren't any in the dash or elsewhere the boat is a 84 ray craft

Well then follow these steps.

Load test battery. (non-negotiable, any parts store does it free.) 12V tells very little.

Make sure the large wire on the + post goes to starter solenoid.

Make sure large wire on - post goes to motor block.

If all three of the above are true and good then:

Use a test light. clamp the clampy thingy onto motor block. Put the pointy end on the starter solenoid large terminal that has the wire from the battery.
Does the light light up? If no then replace battery cables, if yes then:

Place calmp end of timing light on negative battery post, put pointy end on the red wire at the key switch. Does it light up? If yes this is gonna get a little trickier, post back. If no then retest fuse on motor correctly also checking the fuse holder. post back.
