1991 Evinrude 150. Controls or engine?

I have a '91 Evinrude 150 V6. The controls feel sloppy, with no change in RPM until I have pushed the throttle lever up to about 80%. The motor never gets above 3,000 RPM even when pushing the throttle lever as far fwd as it will go. Upon return to neutral, the engine will rev to 2000-3000 rpm for a few seconds, maybe a minute, and then return to something near idle speed. I have replaced the throttle cable, but it didn't seem to make any difference. Looking under the covers, I notice that there is very little deflection of the throttle lever on the motor while moving the throttle lever on the controls. I'm thinking I have a bad control box, but not sure how to know. Any hints or experience to share?

With the cables disconnected at the engine check the cable travel.

Operate the throttle arm at the engine and compare to the cable travel.

Shift cable moves first, then throttle right?

Do you have any S bends, they cause binding.
Its better to form loops.

you do have a certain amount of travel, that is the shifting segment, then the throttle. you may need to adjust your cables at the motor connection. disconnect at the motor as above, set the motor linkage at idle, and shift in neutral, also the control. now adjust the cables so that the linkage is not moved. use the trunion nut on the cable to make adjustments.

Well, after managing to find time to mess with it, I really believe the problem is at the throttle lever in the engine. With the controls disconnected it's VERY hard to move the lever more than about 1/2" of travel. I'm not sure how to test to see if it's one of the carbs, the throttle lever itself, or (not sure what the proper name is) the plate that advances the timing?? Do I need to pull the starter gear ring/flywheel to test the advance for binding?

they can be hard to move by hand, especially in the cold. the slop would not be in the engine, most likely original cables are going bad.
