1991 Evinrude 150XP Pulse Limiter

Purchased a new Pulse Limiter for my 91 Evinrude 150XP (TE150SLEIE) in my process of trying to figure out why the damn thing bogs down / loads up one moment then the next is running like a bat out of hell. I looked up PN: 0174540 that was in the parts diagram on boats.net Then googled it and it cross-referenced to PN:0435010 (cheaper). I ordered the later and when it arrived it is the same as my existing one (black not blue plastic). I've read on here the blue one is the one to have. Do I need to return the black one and request a blue one. What's the issue with the black ones?

I can't recall the details but the black one is bad, you need the blue one or bad stuff can happen.
I think it involves the diaphram rupturing in the pump if you run the black one.

I'm really surprised that they still sell the black ones, they've been obsolete for a long time. Blue ones available on ebay from time to time.
