1991 Evinrude 48HP E48ESLEI won't start-Flooded?

Just replaced the key/ignition switch to correct the choke/primer solenoid never being used before and now it doesn't fire up?
-I think I may have flooded the engine? Carb floats stuck? It will turnover but not startup. To troubleshoot I've done the following: I replaced the fuel pump, put in a new primer service valve choke lever, replaced a few fuel lines, new champion spark plugs, new spark plug wires. Bulb is firm, gas is filling primer, I tested both spark plugs (blue flame), ignition coil meets Ohm specs, choke red valve is pointing to solenoid, choke solenoid works and I hear a click after I installed the new key switch. I used to have to start in with starting fluid since the choke was not functioning.... but now that doesn't even work. I removed the plugs and started it up to blow anything out. Checked cylinder compression when it was turning over and measured around 90psi for both (not sure what that means?) Is it the carbs? A lot of gas did flow out of the carb intake flaps when I tilted the engine back up. I also tried starting with the throttle lever all the way up and at different positions. I just received the carb rebuild kit, should I start doing that? Could it be the kill switch? Will the engine turnover and not start if the kill switch is bad? Thanks for the help guys!

There is a kill switch that stops spark, a safety item.----You say you have spark so the kill switch is working as designed.----Your compression values may be due to a defective gauge.----Test with another gauge.----Check the flywheel key !!
