1991 evinrude xp 200 hp

So I have a 1991 evinrude xp 200 hp….I can’t get it to go on plane and it won’t exceed past 2000 rpm’s…I recently read about the shift switch…I can’t find out what the ohms should read in neutral and what it should read when engaged, I’ve replaced fuel pump and cdi box, and fuel lines, checked the coil packs the port side all are at 251 and the other side is all at 249…I’m kinda lost at this point cause I don’t know what the ohms should be on the shift switch….and I am pretty sure I should just replace it due to the fact it has been cut and recrimped in the middle of the harness….any help or suggestions on what to check next is greatly appreciated….I am a mechanic so I know how to do some test just not on boats

The shift switch cuts spark to 3 cylinders during the shifting.---So remove spark plugs.------So put control in forward.---Turn key on.----Crank motor over.----Do you have spark ( 3/8" gap ) on all leads ?
